ARTICLE XXIII - DUES, INITIATION, REINSTATEMENTS & ASSESSMENTS
(a-1) Effective January 2, 2009, minimum dues will be two and one-quarters straight time pay per month (1.3% of monthly base wage). Prior to January 1, 2009, the minimum dues of IUE-CWA Division members shall be two and one-quarters hours straight time pay up to the limits described below:

(a-2) As of March 1, 2002, retired members will be eligible to retain or gain membership in good standing by paying the same amount in union dues as a working member pays through the merger transition period, or 1.3 percent of his or her monthly pension benefit following the transition period. A retiree must pay union dues for three continuous months or more to be a member in good standing.
(b) IUE-CWA Local Unions may maintain or increase monthly dues to amounts higher than the minimum dues with their membership´s approval.
(c) Initiation fees shall be two dollars ($2.00) for all members joining the Local within one hundred and twenty (120) days after their date of employment and ten dollars ($10.00) for all members joining hereafter.
(d) Delinquent members may be reinstated upon payment of $10.00 plus any fines, assessments or back dues except as may be ruled otherwise by the Executive Board.
(e) A member shall be considered in good standing only for the dues period for which dues were paid. Good standing membership may also be maintained by meeting any of the following provisions:
(f) Laid off members retain good standing for the period that they have recall rights.
(f-1) Members on sick leave shall retain good standing without payment of dues as long as they have recall rights under the collective bargaining agreement.
(f-2) Members on full time leave for union service shall retain their good standing membership by regular or advanced payment of dues.
(f-3) Striking members shall retain good standing without payment of dues for the duration of the strike.
(f-4) A member who is discharged or suspended by the employer continues to remain in good standing during the period that his or her grievance is pending. A member who is re-instated with back pay must make retroactive dues payments for the period for which back pay was awarded.
(g) A member shall be considered delinquent and not in good standing for any of the following reasons:
(g-1) Members on layoff shall continue to be in good standing through the month in which the layoff occurs.
(g-2) Laid off members who elect to pay dues during the period of layoff, but become delinquent in the payment of current dues at any time during the period of layoff shall lose their good standing at the end of the month in which they last paid dues.
(g-3) A laid off member who has lost good standing may re-acquire good standing during the period of layoff by payment of the arrears in dues.
(g-4) Members on personal leave of absence (other than sickness or injury) shall not retain good standing.
(h) A member shall also be considered delinquent and not in good standing for violation of the good and welfare of the Local, District or International Union, for failure to pay any fines levied by the Local, District or International Union. Delinquent members under this paragraph may be re-instated by a majority vote of the Executive Board.
(i) A transfer shall be issued to any member who leaves employment under the jurisdiction of this Local and obtains employment under the jurisdiction of a sister Local of the IUE-CWA or any sister AFL CIO Local. Such member shall pay all his financial obligations to the Local before he receives such a transfer.
(j) A withdrawal card shall be issued to a member who is no longer in the jurisdiction of the IUE-CWA.
(k) Dues changes, initiation fee changes, reinstatement fees and assessments may be made by a majority secret ballot vote of the members present at any regular or specially called meetings. When the Executive Board is recommending a dues change, initiation fee change, reinstatement fee change or assessment, the membership shall be notified at least two days in advance either by mail, handbill, plant bulletin, radio or the regular news organ of the local union.
